The Russian Federation has proposed fines for violating the law on sovereign runet.

The Russian State Duma has introduced a bill on fines for telecommunications operators who have not installed traffic filtration equipment under the so-called law on the isolation of runet.

The authors of the document – deputies Alexander Khinshtein and Sergey Boyarsky – propose to prescribe in the CAO the responsibility for violation of the procedure for installation, operation and upgrading of „technical means to counter threats to stability, safety and integrity of operation“ of the runet.

The penalty for officials will range from 15,000 to 30,000 roubles, for IEs from 30,000 to 50,000 roubles, and for legal entities from 300,000 to 500,000 roubles.

Repeated violation of the law during the year will result in fines:

  • for officials – from 30,000 to 50,000 roubles;
  • for individual entrepreneurs – from 60,000 to 100,000 roubles;
  • for legal entities – from 600,000 to 1 million roubles.

The document prescribes administrative responsibility for failure to comply with the requirements to restrict access to information. The maximum penalty amount for legal entities under this item is 500 thousand roubles.

Owners of traffic exchange points who have not notified the authorities about their work will be fined up to 300 thousand roubles. Penalties of up to 700 thousand roubles will be imposed for failure to comply with the requirement to use traffic exchange points from a special register to a Bitcoin Millionaire for example.

Let’s remind, the law on sovereign runet came into force on November 1, 2019.

The provisions of the law provide for the creation of a national system of Internet traffic routing, which actually closes it within the country. To implement the law, Internet service providers must install equipment with deep traffic filtering (DPI) in their networks at the expense of the state.

A number of operators estimate that the isolation of the runet will slow down Internet connection speeds by a factor of 625.

Internet sustainability and safety exercises have already been cancelled three times as part of the law’s implementation.
